devices aren't designed for people who know what they want, they are designed to be easy to use.
having a battery die must rank higher to most average consumers than a page loading slower than their old device. not all, but obviously enough for them to make that decision.

they are two different methods.

one involves adb, the other you listed out.
just make sure you copy the new Vending.apk for google market, otherwise it will crash in 2.2

Use the same method as you installed the original file.

assuming you already installed it once, and now just want to replace the vending.apk

The market.rar download contains the 2.1 gApps it looks. This is why the Market is FC'ing. If you look at the dates of those files, they're like 2008. Maybe it's just a glitch or maybe the person who made these has a computer with a bad time (=.. i dunno
