Upgrading from 2.071 to 2.180

Does it require the full reformat? If so, how can one backup all the installed programs and data? Thanks.

There is no 2.071 and there is no 2.180 so you can't upgrade from one to the other.

However you can upgrade from 2.0.71 to 2.1.08 (aka 2.1.8) w/o formatting.
