possible to fool the playstore

Hello everybody,

I have a question. I like to download a program wich is for android 2.3. It is a paper "De Volkskrant". That program is only avalible from android 2.3. The program is downloading the paper en works then offline. But i can not download this program it not apears on my screen bij opening playstore. I used on my HTC phone but that is a little to small. Is there a way to download this program? I hope so.
I'm looking forward to your answer i'm sorry for te bad english.
