I guess they're going to have to stick with the more vague and generic words they usually use like "revolutionary" and "intuitive" which are a lot more relative in definition than the word "all".

Is this good for Archos -- bad news for one of their competitors -- or is it bad news for Archos -- as they could be accused of similarly exaggerating their functionality regarding Flash (though not on TV)?

not really, all archos says is flash enabled, not that it will play every flash file flawlessly, they're not really lying or misleading. Plus another part of the iphone ban was because it doesn't use java which is widely used on the net as well, not just that it doesn't have flash.
