Thanks for the pic. The 28's CPU is an OMAP3611-800 in CYN package, which has no POP structure. Packaging differences aside, the 3611 differs from the OMAP3630-1000 (presumably in the rest of the Gen8) in that it has no IVA2.2 hardware accelerators, as per the OMAP36xx Tech Ref here,

The IVA2.2 thingamajig, as far as I can tell, is a media processor which has video acceleration as part of its functions. It's likely the reason that the A28 can't handle 720p like the rest of the Gen8.
SanDisk SDIN4C2-4G = 4GB NAND module. A direct Google lookup shows that it's $16.9 in qty-1K from one vendor. The same vendor lists the SDIN4C2-8G for $23.94 for same qty, or $7 difference. ODM's contract price is probably lower than the spot price, but the price compare is still illustrative.

Interesting to compare the 28's .6Ah battery cap against the 70's (8GB) 3.85Ah. The 28 is claimed to have 16hrs music playback, or 26.7hr / Ah. The 70 is claimed to have 36hrs music playback, or 9.35hr / Ah. IIRC, both of the 32's batt capacity (from the redacted FCC submission) and claimed playback time are 150% of the 28, or .9Ah and 24hr respectively.
