Had the same 38% failure in upgrade to premium and it took forever to revert to starter. Thought I was going to be screwed as I had not made a backup yet, but it reverted fine.
After reading this thread, I tried again and it worked:
The key is to do the windows updates before the anytime upgrade and not have antivirus running. Any other security programs will likely interfere with it as well. I did not have to change anything with msconfig.
So far it is much better on premium than starter. Haven't noticed any large CPU load.

I upgraded my Archos 9 (1.0) to Windows 7 Ultimate,

did some adjustments to let it run flawlessly on my archos. It now runs almost faster than the stock-windows 7 starter edition supplied.

I managed to get from Starter to Home Premium by going Start/accessories/run msconfig and starting Windows in Diagnostic mode.
This was after numerous failed attempts at the normal route.

its my 3rd machine i now have the one with atom processer works fine with windows home update can watch itv bbc i player ch5 on demand and bbc 1 live all works quite well on this machine, also media player excepts freeview tv stick o/k, got update disk e bay £40, just get the licence no. in a big box.
